With the basket still on his shoulder, the bearer says to the kohen “I declare today to HaShem your God that I have come into the land” (Deuteronomy 26:3), and reads up to “Arami oved avi”. At first, whoever could read read, and whoever could not was prompted; people then held back from bringing, so it was instituted that everyone be prompted, whether he knows how or not.
